So why are they on sale at all?

Walk into Currys, Argos, or any big high-street retailer and you’ll find e-scooters sold openly, boxed up like any other bit of kit. What isn’t spelled out on the shelf is the loophole retailers are relying on: private e-scooters can only legally be ridden on private land, with the landowner’s permission.

In plain English, that means your garden — if you’re lucky that it’s big enough to be worth riding one in — or your house, if your hallways are cavernous enough to need one (and you’re even luckier). For everyone else, buying one puts you in a strange position: you own a product that’s fully legal to purchase and completely illegal to use for the journeys most people buy them for. Ride one to work, to the shops, or just around Uxbridge, and you’re breaking the law. Police can stop you, seize the scooter, and have it destroyed — no second chances.

It does seem a bit pointless to sell something so widely if you genuinely can’t use it. But that tension is exactly where things stand in 2026.

What the law actually says

Privately owned e-scooters are classed as motor vehicles under the Road Traffic Act 1988. That means, in theory, they need insurance, tax, registration, and construction standards no consumer e-scooter currently meets — so riding one on a public road, pavement, or cycle lane is treated the same as driving an uninsured car. The penalty is a £300 fixed penalty notice, six points, and potential seizure, with the case escalating to an unlimited fine or a driving ban if it goes to court.

During Covid — six years ago now — I remember MPs talking about looking into proper regulation, with a route to making private ownership legal because there are genuine upsides to them, otherwise nobody would be buying them. That review still hasn’t landed. As recently as this year, Transport Secretary Heidi Alexander told the BBC that “the genie’s out of the bottle” on e-scooters, acknowledging that huge numbers of people are already riding them illegally for daily commutes. The government has said new rules — mandatory lights, dual braking, hardware-limited top speeds, and a firm pavement ban — could come once parliamentary time allows, but no date has been fixed. A Private Member’s Bill, the E-scooters (Review and Awareness) Bill, was introduced in February 2026, but it only requires a formal review and better public awareness of the existing rules — not legalisation itself.

The insurance numbers are getting harder to ignore

New figures released just this week by the Motor Insurers’ Bureau put the picture in sharp focus. Since the first claim was paid out in 2019, compensation for injuries caused by e-scooters and e-bikes combined has passed £110 million — and the pace is accelerating fast, with around £47 million of that paid out in 2025 alone, up from roughly £30 million the year before. The worst single payout, for a child left with catastrophic injuries, was £20 million on its own.

Because these are technically uninsured motor vehicles, the bill for that compensation doesn’t fall on the rider — it’s spread across everyone’s motor insurance premiums via the MIB levy. The MIB is now openly calling for tighter regulation of how private e-scooters and e-bikes are sold, and in some cases outright bans, arguing there’s a widening gap between how normal it feels to ride one and how well people actually understand the law around them.

Zoom out further and uninsured driving as a whole — cars included — costs the UK economy around £1 billion a year once you factor in compensation, emergency services, healthcare, and lost productivity. £110 million is a fraction of that billion-pound total, but it’s the fastest-growing slice of it, and it’s growing because the government has left a legal grey area open for years rather than closing it one way or the other.

Why are Lime and Voi scooters legal, then?

This is the bit that confuses people the most, and fairly so. Rental scooters from operators like Lime and Voi are legal, but only within official trial areas run through Transport for London and the participating boroughs. Locally, Ealing is part of that trial and has been for a while — but Hillingdon isn’t, so you won’t find a legal rental scooter to hire in Uxbridge itself.

The difference between a Lime scooter and the one you’d buy at Currys isn’t really about the vehicle — it’s about control. Trial scooters are geofenced, automatically slowing or stopping in pedestrian-heavy “go-slow” and “no-go” zones, capped at around 12-12.5mph, professionally maintained, and covered by the operator’s own insurance rather than the rider’s. None of that is realistic to enforce on a scooter someone owns outright and can ride wherever they like. It’s also fair to say that operators with serious lobbying power have been able to get trial schemes off the ground in a way individual scooter owners simply can’t. Even if personal ownership were made optional-insurance-legal tomorrow, you’d have to ask who would actually take up cover voluntarily, and how many people would try to dodge it if they didn’t have to.

Where that leaves us

The honest version of this story is that the government has dragged its feet on something it’s never quite treated as urgent, while people have voted with their wallets regardless — buying scooters in growing numbers, some knowingly bending the rules, plenty of others genuinely unaware they’re breaking the law at all. I still meet people around Uxbridge who’ve bought one, or are about to, with no idea it’s illegal to ride on the road or pavement here.

None of this is unfixable. Countries like France and Germany already allow privately owned e-scooters on the road, provided they’re insured and meet set technical standards — proof that a working middle ground exists. The current national rental trials run until May 2028, gathering exactly the kind of safety data that could underpin permanent legislation, and the government has said it’s watching that data closely. Regulation clearly can bring the payout numbers down elsewhere — heavily regulated areas of motor insurance don’t see anything like the growth rate e-scooter claims are showing. So the tools are there. What’s been missing so far is the will to actually use them.

This year’s theme for the fiction category is Architecture — and it’s a broad one. We’re talking buildings of all kinds: homes and halls, castles and cabins, the grand and the gloriously mundane. It doesn’t need to be the centrepiece of your story, it just needs to feature somewhere. Whether you’re drawn to the drama of gothic manor houses, the quiet nostalgia of a local scout hut, or the concrete poetry of a multi-storey car park, there’s a story in there waiting to be told.

There are two categories: Fiction/Short Story and Life Writing (which must be drawn from your own life). Both adults and under-18s can enter, and you can submit to both categories if you like — with a discounted entry fee of just £5 for doing so. Single entries are £3.

There are also some really thoughtful concessions in place this year. Parent and child entries submitted together are £5 for the pair, under-18s submitting via school from a school email address enter for free, and there are seven fully sponsored free entries reserved for under-18s from low-income households — a lovely touch made possible by last year’s Highly Commended winner, Tara Edwards, who donated her prize money specifically for this purpose.

Prizes are genuinely worth going for. Adults can win up to £100 for first place in each category, while under-18s can take home up to £50. There are also second prizes and two runner-up spots per category.

This year’s guest judges are Gatlin Perrin (author of Dirk Jones is NOT the Chosen One, judging the under-18s) and Dr Emma Filtness (poet and senior lecturer in Creative Writing at Brunel University, judging the over-18s). The regular panel includes Southlands Writer’s Salon facilitator Jayne Towndrow and Southlands Arts Centre manager Paula O’Shea.

If you’re not sure where to start, Southlands and the creative writing group run workshops in the run-up to the deadline— perfect for getting ideas flowing and your writing into shape. The deadline is midnight on 31 July 2026, with winners announced at a prize-giving event on 3 October 2026.

A few weeks ago, I found out that Bella Italia was closing its Uxbridge restaurant. That news came hot on the heels of Pizza Hut shutting its doors too — leaving some locals wondering if we were witnessing the end of the pizza era in Uxbridge.

But fear not, pizza lovers! Just as we thought our doughy days were over, a familiar favourite is making a comeback. Pizza Express is officially returning to Uxbridge after a few years away — a true phoenix rising from the culinary ashes (much like the triumphant return of Waterstones, which I wrote about not too long ago).

This time around, Pizza Express won’t be reopening in its old spot. Instead, it’s moving into the former Bella Italia location, right next to Wagamama and just down from Nando’s. That little stretch of the high street is fast becoming Uxbridge’s unofficial restaurant row — the perfect place for a pre-cinema meal, a weekend lunch, or an impromptu dinner out.

It’s always great to see new life come to the town centre, especially when it’s a familiar name we’ve missed. I, for one, look forward to welcoming Pizza Express back soon — and yes, I’ll definitely be celebrating with a tasty trip (and probably a Padana pizza or two).

Two well-loved local Pizza Hut branches — in Hayes and Uxbridge — are among dozens of sites across the UK set to close, following the latest collapse of the company operating the chain’s UK restaurants.

Administrators have confirmed that DC London Pie Limited, which runs Pizza Hut’s UK dining restaurants, has gone into administration. This will lead to the closure of 68 restaurants nationwide, resulting in 1,210 redundancies. In the coming weeks, 11 delivery outlets will also close.

The closures affect restaurants in major cities, including Brighton, Hull, Bristol, Leeds, Edinburgh, and now, locally, Hayes and Uxbridge.

The restaurant chain, famous for its family-friendly dining, salad bar, and all-you-can-eat buffet, has struggled to stay afloat amid rising costs and difficult trading conditions. This marks the second time in less than a year that Pizza Hut’s UK business has entered administration.

Brand Owner Steps In to Save Half of UK Restaurants

While the closures mark a blow for local diners and employees, there is a glimmer of hope for the brand. Yum! Brands, the global owner of Pizza Hut, has stepped in to save 64 restaurants and 1,276 jobs across the UK, ensuring that part of the chain continues to trade.

Administrators FTI Consulting said the company had been hit by “challenging trading conditions and increased costs,” with cash flow pressures made worse by “tax-related obligations.”

Joint administrator Matt Callaghan stated:

“The joint administrators will continue to work with employees who have unfortunately been made redundant, to ensure they get the support needed.”

A Tough Year for Pizza Hut UK

DC London Pie had only recently taken over Pizza Hut’s UK restaurant operations in January, after purchasing them out of insolvency. The company also owns Pizza Hut franchises in Sweden and Denmark, but has struggled to keep the UK division profitable.

The closure of the Hayes and Uxbridge branches will be a disappointment to many local families who’ve enjoyed Pizza Hut’s sit-in dining experience over the years — a familiar spot for casual meals, birthday parties, and family gatherings.

No firm dates have yet been confirmed for when the two West London sites will shut their doors, but it is expected to happen within the coming weeks.

At the time, I remember thinking: how can a refurbishment take that long? With new buildings springing up in a few short months, it seemed an eternity to wait for a bookshop to reopen. I wondered whether Intu (as it was then called) might follow its Debenhams downsizing strategy — cutting the standard for the restaurant, or perhaps yet another in-store Costa. Some feared that Uxbridge would lose its last major bookshop.

During those months of closure, the independent Barnard’s Bookshop in Windsor Street quietly carried the torch for local readers. Many residents, unaware of its presence, rediscovered the charm of an independent bookseller while Waterstones’ future hung in the balance.

Then the pandemic struck, and any hopes for a swift reopening faded. For years, the site remained empty — a sad reminder of the changing face of the high street.

But now, like a phoenix rising from the ashes, Waterstones has returned to Uxbridge. After more than five years, the doors have finally reopened. The new store occupies a single, spacious floor, filled once again with the shelves of beautiful books that readers have missed.

The Beck Theatre, a cultural landmark in Hayes, West London, may soon face closure as Hillingdon Council reviews its assets. The Beck Theatre, Opened in 1977, and since then, this cherished venue has been the borough’s only major theatre, hosting numerous prestigious acts over the decades. However, with tightening budgets and the arts often being the first to experience cuts, the theatre’s future now hangs in the balance.

Trafalgar Theatres, the company currently managing The Beck, has been in discussions with the council since 2023 to negotiate a new lease agreement, one that could offer stability and safeguard the theatre’s future. Unfortunately, the deadline for these talks has now passed, and Trafalgar is making arrangements to return the theatre to the council when their lease ends in January 2025.

A representative from Trafalgar Entertainment said: “Trafalgar Theatres has been diligent in exploring all options that would allow us to continue operating The Beck and we have been steadfast in our solutions-oriented and collaborative approach to protecting this flagship cultural venue.”

While Hillingdon boasts two other theatres—the Winston Churchill Theatre in Ruislip and the Compass Theatre in Ickenham—these venues, located in the north of the borough, are council-run. Performers are required to rent space and provide staff to manage the facilities during performances. In contrast, the Beck Theatre is the only professionally run venue between Hammersmith and High Wycombe, making its potential closure a significant cultural loss for the area.

Local residents, arts organisations, and performers have voiced concerns about the impact of losing the Beck Theatre. Many fear its closure would create a void in the local cultural landscape, further isolating this part of West London from the city’s vibrant arts scene.

For some months Hillingdon Council has been in confidential discussions with Trafalgar UK Theatres Limited about the renewal of its contract which was due in June this year.  

“Trafalgar UK Theatres Limited is owned by Trafalgar Entertainment Group which is a multi-million-pound profit making organisation, majority owned by Barings LLC a US based global asset management firm. The latest published accounts of Trafalgar UK Theatres limited shows it has retained earnings of £18.856 million and made a profit of £1.869 million in the period ending April 2023. 

“Trafalgar currently pays no rent for the use of the theatre building and has very limited repair liability, the cost of which has been borne by Hillingdon residents. In addition, the council has been paying a subsidy towards the theatre’s operations.  

“Quite naturally, as part of new terms, the council has been seeking new operating arrangements as we should not be subsidising a privately owned commercial entity with council taxpayers’ money.  

“Trafalgar’s accounts show healthy opportunities for further income generation, and we are seeking new proposals that would reduce their reliance on grant funding from the council.  

“At 12.58pm today we received their notification letter which expressed their desire to pull out of the Beck Theatre management with effect from 13 January 2025. The same letter asked that both parties agree not to publicise Trafalgar’s decision regarding ceasing activity at the Beck Theatre until after 25 September and we are bitterly disappointed with their decision to make this public in this way.

Dear friends,

It is with enormous disappointment that I’m writing to advise you that Trafalgar Theatres’ future at The Beck Theatre has been made untenable and we are now forced to make preparations to exit The Beck Theatre at the end of this calendar year. Whilst we do not know for sure, our concern is that the theatre may be at risk of permanent closure.

As you may know, The Beck Theatre is owned by London Borough of Hillingdon and operated by Trafalgar Theatres. Our agreement to operate The Beck is due to expire after our Pantomime later this year and we have been in constant dialogue with LBH since late 2023 to explore a new agreement that would give certainty and would protect The Beck for the future.

Trafalgar Theatres has been diligent in exploring all options that would allow us to continue operating The Beck and we have been steadfast in our solutions-oriented and collaborative approach to protecting this flagship cultural venue.

We have been clear with LBH that we urgently needed clarity from them on the future operation if we were to secure a high-quality programme from 2025 onwards – and provided them with a deadline for decisions – after which it would be impossible to do so.

We are deeply disappointed that this deadline has now passed without agreement. We must now start making exit plans to be activated once our agreement ends in January 2025. LBH have so far been unable to provide us with any clarity around any proposed alternative operation of The Beck, and our concern, therefore, is that The Beck may close its doors.

For nearly 50 years The Beck has been the cornerstone of Arts and Culture for Hillingdon, West London and beyond. Not just a professional Theatre with a world-class programme, but also a hub of creativity, creative learning and community outreach. There is no other Theatre like The Beck in the UK and no other venue of a similar scale with a 10-mile radius. The closure of The Beck would therefore be a devastating blow not just to audiences but also to the myriad local organisations, charities and communities that we support. I am deeply sorry that we find ourselves in this position.
